Established in July 2001, Dongying Vocational College is a full-time higher vocational institution accredited by the Shandong Provincial People's Government and administered by the Dongying Municipal People's Government. The college has been recognized as a national "double high" institution, a backbone higher vocational college, a model higher vocational college of Shandong Province, and a high-quality higher vocational college of Shandong Province. Spanning an area of 1598.75 mu with a construction area of 460,000 square meters, the college boasts teaching equipment and resources valued at RMB 330 million. It currently enrolls 19,000 full-time students and 5,383 adult education students, with a total authorized personnel complement of 1,357. Presently, there are 1,078 faculty and administrative staff members, including 836 master’s degree holders, 78 doctoral degree holders, and 380 senior title holders.
The college comprises nine secondary schools: the School of Petroleum and Chemical Engineering, the School of Energy Equipment Manufacturing, the School of Intelligent Construction Engineering, the School of Digital Finance and Management, the School of Information and Future Technology, the School of Ecology and Biology, the School of Culture, Tourism, Health Care and Education, the School of Marxism (School of Public Education), and the School of International Exchange and Cooperation. Additionally, it co-manages one aviation school with mixed ownership. Students are recruited from 18 provinces and autonomous regions. Since its establishment, the college has trained over 90,000 junior college graduates. The graduate employment rate has consistently exceeded 95%, with 92% of graduates remaining employed within Shandong Province. Employer satisfaction with graduates has remained above 95%, and societal satisfaction with the college has surpassed 97%. Under the leadership of party building and strategic guidance, the college has developed a new blueprint for excellence and upgrading. By firmly enhancing quality and striving for excellence, the college has implemented a three-step strategy and a five-year action plan aimed at creating excellence and raising capital. Adhering to the "one-two-three-four-five-six" work path, the college has promoted the construction of the "Double High Plan," the "Quality Improvement Action Plan," the "Vocational Education Innovation and Development Highland," and the "One-Two-Wings-Five-Key-Points" framework, achieving leapfrog development. In 2023, the college ranked eighth in the quality assessment of Shandong higher vocational colleges.
Focusing on moral education and gathering strength, the college has consolidated the foundation for high-quality development. Following the General Secretary's footsteps, the establishment of the "Walking Ideological and Political Classroom Branch Joint Construction" has opened a new chapter in party building, forming a "three-all education" pattern characterized by "Party Committee Leadership, Convergence of Forces, Integration of Ideological and Political Elements, and Prominent Student Body." The college won first prize in the National College Students' Ideological and Political Course Competition and was awarded the titles of "National Party Building Work Model Branch" and "National May Fourth Red Flag Youth League Branch," as well as being selected as a pilot school for party building reform in Shandong Province.
Guided by reform and focused on characteristics, the college aims to build a high ground for training high-tech personnel. Deepening the talent training mode of "thick virtue and strong technology, realistic chemical education," the college promotes the "three integrations" of education and teaching with modern industrial culture, modern information technology, and real production scenes. It has carried out four national and provincial modern apprenticeship pilots, collaborated with Hexagon on provincial field engineer projects, deepened comprehensive education through post and class competitions, and trained 1,017 Qilu craftsmen reserve talents. The employment rate of graduates staying in Shandong is 92.16%. The college has won nine national and provincial teaching achievement awards and was recognized as a national resource construction advantage school.
Through the integration of science and education and multiple collaborations, the college has built a high-level innovation service platform. Innovating the "platform-project-results-performance" management service system, the college supports teachers in entering platforms, conducting projects, leading students, and producing results, thereby improving the typical projects of teaching transformation and service development levels simultaneously. Balancing morality and talent, the college implements two-way cultivation to build a high-quality dual-teacher team. Implementing the "five projects" and conducting the "three theories" activities, all staff members undergo practical training in enterprises, cultivating 291 professional leaders and backbone teachers. Four hundred sixteen skilled talents, including national artisans, have been specially hired. Sixty-six individuals have been awarded the national "Ten Thousand Talent Program" famous teachers and national technical experts, and twelve national university Huang Danian teacher teams and provincial teaching innovation teams have been established.

Innovating the "four major mechanisms," the college leads the construction of ten communities and three consortia, promoting the establishment of eleven modern industry colleges, fourteen industrial innovation research institutes, and seventeen collaborative innovation platforms at or above the provincial level, creating a development pattern of "a group of two wings and two chambers N centers." Innovating the "242" scientific research organization management model, the college focuses on service and strong transformation, achieving more than RMB 34 million in technical service income. It has completed social training for 250,000 people and received RMB 74 million. Through the "Education + Ability," "Teacher + Technician," and "Platform + Platform" models, the college cultivates local talents with a college degree or above, reaching 2.7 people per village. Embracing digital wisdom and green transformation, the college strives to build an information benchmarking school. Strengthening the construction of a digital campus, the college focuses on improving data governance levels, building a hyper-converged service platform, a "virtualized" big data center, and accessing the national vocational education smart brain colleges and universities. It has developed a "full chain" smart management system for student training. Efforts have been made to improve the digital literacy of teachers and students, presiding over and participating in 13 national teaching resource repositories, building 100 online quality courses at or above the provincial level, more than 500 online continuing education courses, and winning 21 awards in teaching ability competitions. By standard docking and leading enterprises to go global, the college aims to enhance international influence. It has conducted two Sino-foreign cooperative education projects, built five overseas teaching bases such as the Tunisian Overseas Branch School and the Sino-Kenya Luban Workshop, exported nine professional standards to Tanzania and other countries, and won the Outstanding Contribution Award of Tanzania Vocational Education. The college has participated in the national vocational education resource project with international influence and approved the "Chinese + Vocational Skills" teaching resource construction project to build a high-quality resource output highland.
Specializing in one area while demonstrating double innovation, the college contributes to the high-standard reform of eastern vocational programs. It has published two monographs on undergraduate vocational education research and participated in the formulation of four national professional standards for undergraduate vocational education. Innovation and integration of practical results have led to the selection of ten typical cases by the Ministry of Education for innovation and entrepreneurship; the team leader was invited to give a special report at the National Institute of Education Administration.
Promoting open integration and led by renowned teachers, the computer network technology program holds a prominent position. Carrying forward the innovative spirit of Professor Yang Xinbin, former director of the Computer Department (now secretary of the Party Committee of Shenvocational University), the current head of the professional group was awarded the training object of the "Three" plan of the Ministry of Education, led the establishment of the national artificial intelligence industry integration community with Baidu and Shandong University, organized two national competitions, and led the formulation of one vocational education undergraduate standard.
