Hainan Tropical Ocean University (Hainan Tropical Ocean University) is a full-time public undergraduate provincial university jointly operated by the Ministry of Natural Resources, Hainan Provincial People's Government, China National Offshore Oil Corporation and Sanya Municipal People's Government. It is a master's degree granting institution approved by the Academic Degrees Committee of The State Council. It is a doctoral degree authorized unit of Hainan Province, a public university standing in the southernmost part of the motherland, and the only tropical Marine university in the country. The university is the "China-Asean Education and Training Center" of the Ministry of Foreign Affairs and the Ministry of Education, one of the ten "Education Aid Bases" of the Ministry of Education, a Chinese member of the Shanghai Cooperation Organization University, and a cradle of talent training and a base for knowledge innovation, social service, cultural inheritance, international exchange and cooperation in Qiongzhong and Qiongnan ethnic minority areas.
The school was formerly known as Hainan Li and Miao Autonomous Prefecture Normal School, founded in 1954 in Guangdong Province, and Hainan Li and Miao Autonomous Prefecture Normal College, founded in 1958. After several times of division, adjustment, and name change, Qiongzhou University (Junior College) was formed by the merger of Hainan Tongshi Normal College and Hainan Tongshi Education College in 1993. In 2006, it was upgraded to a bachelor's college and renamed Qiongzhou College. In April of the same year, Hainan Normal School for Nationalities was merged into it. In 2008, the school successfully opened the Sanya campus, realizing the span of mountains and oceans, and further expanding the school space. In 2013, the school passed the undergraduate teaching qualification assessment of the Ministry of Education; In 2015, it embarked on the road of transformation and development, and was renamed Hainan Tropical Oceanography College with the approval of the Ministry of Education, filling the gap that there was no ocean university in the big ocean province. In 2016, it was approved as an application-oriented undergraduate pilot university in Hainan Province. In December 2018, Hainan Academy of Marine and Fishery Sciences was integrated and transferred to the university, injecting strong new impetus for the development of the school to the sea. In September 2021, Hainan Tropical Ocean University Yazhouwan Innovation Research Institute was inaugurated, deeply integrated into the construction of Hainan Free Trade Port, and coordinated with many top domestic universities settled in Yazhouwan Science and Technology City.
The university has two campuses in Sanya and Wuzhishan, with a total area of 2188.1 mu (including 630.8 mu of land in Sanya), and a sea area of 1600 mu. It has set up model scientific research test and teaching training bases in Qukou, Qionghai Changpo, Wenchang Tanniu, Sanya Yazhou Bay Science and Technology City and other places. The existing campus has a total construction area of 758,000 square meters, of which 182,800 square meters are under construction. The total value of fixed assets is 2070.74 million yuan; The total value of teaching and scientific research equipment is 412,123,500 yuan; The library has 1,886,300 copies of paper books and 1,933 million copies of electronic books.
At present, the university has 19 secondary schools, including 3 first-level master's programs in Marine science, Fisheries and Business Administration, 13 professional master's programs in resources and environment and tourism management, 57 undergraduate majors and 7 junior majors, covering 9 disciplines including science, engineering, management, arts, law, agriculture, education, art and history. The university has 7 Marine majors such as Marine science and Marine technology, and 11 marine-related majors (directions) such as tourism management, and has determined five characteristic disciplines and fields such as Marine science and technology, Marine life, Marine ecological environment, Marine tourism, and ethnic and humanities, and has initially formed a disciplinary and professional system featuring Marine, tourism, ethnic groups, and ecology. At present, the university has 1 state-level first-class undergraduate major, 11 provincial first-class undergraduate majors, and 13 provincial application-oriented transformation pilot majors, and the application-oriented Marine characteristics are gradually manifested. The school now has 8 provincial key disciplines; It has 30 ministerial and provincial research platforms, including 4 academician workstations (academician team innovation centers), 6 provincial and ministerial aquatic test sites, 6 provincial and ministerial key laboratories, and 4 provincial engineering research centers (engineering and technology research centers). It has 1 national University Science park approved by the Ministry of Science and Technology and the Ministry of Education; In addition, there are 9 provincial and minister-level research bases (exchange platforms) approved by the Ministry of Foreign Affairs, Ministry of Education, Ministry of Culture and Tourism and Hainan Province, and 1 provincial key cultivation think tank, providing important support for high-quality development and talent training of the university.
Relying on the location advantage of Sanya as an international tropical coastal tourism city, the school has continuously improved its international education level and its international exchange and cooperation advantages have become increasingly evident. The University has carried out cooperation and exchanges with 135 universities and educational institutions in 65 countries and regions, and signed 184 cooperation agreements, including 101 agreements with countries and regions along the Belt and Road. It has sent more than 1,000 students to serve as exchange students, Chinese language volunteers, co-training master students, visiting students and overseas interns, involving more than 20 countries and regions, and has received 320 international students in China. There are 53 exchange and cooperation projects, including the "China-Austria Tourism Management Project", the first Sino-foreign cooperation undergraduate program in Hainan Province approved by the Ministry of Education. Since the enrollment in autumn 2013, a total of 1,213 students have been enrolled, and 820 students have successfully graduated from 8 classes. Since the enrollment of the "China-Austria Marketing Program" in the autumn of 2020, a total of 202 students have been enrolled, and a total of 42 students have successfully graduated. 50 foreign teachers from 15 countries, including the United States, Canada, the United Kingdom, Russia and Australia, are recruited to work in the school.
